The following protocol has been adopted by the America Nepal Medical Foundation for processing and funding proposals for medical projects in Nepal. The protocol assumes an annual funding cycle, with provisions for handling time-critical projects as they arise. As ANMF's fundraising increases and is spread out over the calendar year, and as the organization's administrative capacities strengthen, it may move to semi-annual or more frequent funding of projects.

The America Nepal Medical Foundation supports two types of projects: Funded Projects and Fund Raising Projects. A Fund Raising Project is one for which ANMF only commits to trying to raise funds (or to find equipment, personnel, etc.). A Funded Project is one that ANMF commits to funding (or provide equipment, personnel, etc.). There are three classes of Funded Projects:

  • Normal Projects that will be funded annually on a competitive basis,
  • Time-Critical Projects that should not wait for the annual review and funding process, and
  • Development Projects that are beyond the scope of ANMF's normal budget and require special resource development efforts.

The processing of project proposals relies upon the resources of ANMF in Nepal to assist in the identification of needs, the submission of proposals and the implementation of funded projects. To expedite this process we encourage the use of the Internet.

Nepal - ANMF/Nepal

  1. ANMF Members in Nepal have created a sister organization (ANMF/Nepal) to the America Nepal Medical Foundation in North America (ANMF/America). Together, we have established minimal criteria for our endeavors.
    1. Membership in the America Nepal Medical Foundation is open to all without regard to gender, race, religion, ethnicity, nationality or institutional affiliation.
    2. All decisions of ANMF/Nepal will be subject to the approval of a majority of Members of ANMF/Nepal.
    3. Allocation of resources provided by ANMF will be done in an open, fair and equitable manner.
    4. Discrimination based upon economic status will be aimed at assisting the economically disadvantaged.
  2. ANMF/Nepal will publish criteria for the selection of projects to be funded by ANMF.
  3. All individuals and institutions, including ANMF/America, may initiate projects only by submitting them to ANMF/Nepal for consideration.
  4. ANMF/Nepal may initiate its own project proposals independently of other institutions or individuals.
  5. All project proposals must be approved first by ANMF/Nepal before being submitted to ANMF/America for funding or for fund raising.
  6. ANMF/Nepal will identify, evaluate and prioritize projects for future support by ANMF/America. Prioritized proposals should be passed on to the Projects Committee of ANMF/America for further approval by a date to be determined by the Board of Directors of ANMF/America. ANMF/America is on an annual budget cycle and the bulk of its funding will be allocated at one time on a competitive basis each year.
  7. Fund raising project proposals may be submitted to ANMF/America and processed at any time.
  8. Time-critical project proposals may be submitted to ANMF/America and processed at any time. Funds will be reserved to meet small, time-critical projects on an as-needed basis throughout the year.
  9. Major projects requiring special resource development beyond the normal annual project funding may be initiated and submitted to ANMF/America at any time.
  10. ANMF/Nepal will be responsible for disbursing funds within Nepal and for monitoring the ongoing success of projects undertaken.

North America - ANMF/America

  1. Projects Committee
    1. The Projects Committee is charged with evaluating and prioritizing project proposals received from ANMF/Nepal.
    2. The Projects Committee, while respecting the needs assessment and prioritization of ANMF/Nepal, will prioritize the proposals with regard to the total amount of funding available. Explicitly, the committee may choose to fund multiple small projects having a broader impact rather than a single project focused on a single institution or a limited population, regardless of their relative prioritization by ANMF/Nepal.
    3. The Projects Committee's evaluation and review of project proposals may result in:
      1. Return to ANMF/Nepal with a request for further information
      2. Return to ANMF/Nepal with suggestions for modification
      3. Recommendation for rejection or approval and forwarding to the Board of Directors
    4. The Projects Committee may in an ongoing and timely manner select and give final approval (with subsequent review by the Board of Directors and Membership) to any fund raising project.
    5. The Projects Committee may in an ongoing and timely manner select and give final approval (with subsequent review by the Board of Directors and Membership) to any project not exceeding $500 (the amount to be determined from time to time by the Board of Directors) it deems to be time-critical.
    6. Time-critical projects exceeding $500 will be evaluated and given provisional approval/rejection and passed on to the Board of Directors for further approval in an ongoing and timely manner.
    7. Projects that are not time-critical will be evaluated each year and given provisional approval/rejection and passed on to the Board of Directors for further approval by a date to be determined by the Board of Directors.
    8. Major projects that fall outside the normal funding cycle and budget, and requiring special resource development, will be reviewed and passed on to the Board of Directors on a timely basis. The Project Committee's review will include its evaluation and recommendations for approval or rejection.
    9. Annually, the Projects Committee will report to the Board of Directors on the disposition of all project proposals received from ANMF/Nepal.
    10. The Projects Committee will be responsible for accumulating, reviewing and submitting to ANMF/Nepal subject areas and goals for future projects in Nepal, or specific project proposals originating from the Committee or ANMF/America.
    11. The Projects Committee, through ANMF/Nepal, will be responsible for monitoring the ongoing success of projects undertaken in Nepal and reporting to the Board of Directors.

  2. Board of Directors
    1. The Board of Directors will, in a timely manner, give final approval or rejection to time-critical projects exceeding $500 approved/rejected provisionally by the Projects Committee.
    2. The Board of Directors will, by a date to be determined by the Board, review and give final approval or rejection to the projects approved/rejected provisionally by the Projects Committee in the annual funding cycle.
    3. The Board will, from time to time, review and give final approval or rejection, to major projects that fall outside the normal funding cycle and budget, and previously approved/rejected provisionally by the Projects Committee.
    4. Annually, the Board will review the disposition by the Projects Committee of all project proposals received from ANMF/Nepal.
    5. Annually, the Board will report to the Members on the disposition of all project proposals received from ANMF/Nepal.
    6. The Board will be responsible for monitoring the ongoing success of projects undertaken in Nepal and reporting to the Members.
    7. Annually, the Board will appoint Members to the Projects Committee.
